With the project "European Accents in Perm" we aim to develop a network of Russian and European artists, cultural institutions and administrations. A second aim is to support the capacity building of civil society organisations through best practice transfer, cooperations with sustainable outcomes and improvement of the management skills of the project leaders and management capacity of the institutions. The project supports the European identity on the basis of common values.
"Our art-squat, a multifunctional cultural space, is transformed for any kind of art event: an exhibition, concert, creative master-class, it can become a cozy cafe, a theater scene, an art-residence. Most of the projects within the festival "European accents in Perm" will be presented here, "- says Zoya Lukyanova, Director General of the NGO “Civic Engagement Institute”.
We remind you that the international festival "European accents in Perm” will be held from September 3rd-5th, 2010 in three countries: Russia (Perm), Hungary (Pécs) and Germany (Duisburg).
Organizers of the project: MitOst Association(Germany), Nonprofit Organization “Civic Engagement Institute”(Russia), the Committee of Culture of Perm City(Russia), Cultural Innovation Competence Centre Association (Hungary), Theater Arbeit Duisburg (TAD) and Duisburg Marketing GmbH (Germany) supported by the European Commission within the “Institution Building Partnership Program”(IBPP), Administration of Duisburg and the Cultural Capital of Europe "Pécs 2010”.

Anything from the sofa to the lighters may be part of the art project. It can be large or small, new or worn-out time. Artists of "City-Facts" give more importance on main memories and emotions associated with the object.
In September, at the opening of the festival "European accents in Perm", a visual artist from Germany, Sigrid Beuting, will create a sculpture.
We remind you that the international festival "European accents in Perm” will be held from September 3rd-5th, 2010 in three countries: Russia (Perm), Hungary (Pécs) and Germany (Duisburg).
On July 31st took place the first action within the “European Accents in Perm” project. The artists of the project “City-facts”, Sigrid Beuting (Duisburg, Germany), Sergey Kachkin (Russian filmmaker from Perm) and Maria Tcherkova (journalist from Perm) collected objects for the realization of a sculpture of all senses about the residents of Perm city.
Zoya Lykianova, general director of the IGA “Institut Civic Engagement”, talks about this project in these terms: “City Facts is an open, interactive and multi-gender performance which stands as a striking example of the “European Accents in Perm” project’s principles”.
The name of the project comes from the words “city” and “art-fact”. The artists perceive objects as things telling us about the creator and the user of the object. The word “fact” means that indeed, it is fact what is happening today in the city whether it is in Perm, Duisburg or Pecs.
Sigrid Beuting, the author of the project idea: “It is not important what kind of things people will give us and from where. But in each object, it has to have its own context. When have it been bought? Why? What memories are attached to it? What does the object mean for the owner and for its city? Thus, we don’t only make a sculpture as a physical object we can touch with our hands. We make a social sculpture where people become an integral part of it. Also, without all these people, without context, things do not mean anything”.
So far, the artists of the project have mostly small stuff to realize the sculpture - people gave tickets, lighters, pens and other little things. But the stories, connected with these trifles, are all very interesting.
Sigrid Boyting glows with enthusiasm:
- It was exciting! So many people, so many things, so many stories! And there will be more, and so even more exciting!
The participants planned another action at the end of august. The "Sculptures of all the senses" of the inhabitants of the city of Perm, Pecs and Duisburg will be created and presented to the public at the festival "European accents in Perm" in September.

The "Theatre" project's participants of "European accents in Perm" festival ran a rehearsal at the Museum of Motovilikha plant.
An interdisciplinary project combines several forms of art. They work with actors, artists, musicians and dancers. Theatrical improvisations among the guns and missiles constitute the initial idea of the project - "A Farewell to Arms". However, the theme expands in the process.
- What is this project? I think it is about life in times of war - said Harald Schulte, a German member of the project.
During the rehearsal, the participants danced around the rocket, rehearsing in “stage zero" (a technique where an actor is among the spectators, but is still visible) using mortar as a balcony for a scene from "Romeo and Juliet" and constantly improvising. They also looked for new ways to interact with each other. This process was not always easy - different mentalities working together, various theatrical experiences. Nevertheless, in general they were happy with the results:
Harald Schulte: "This is the first rehearsal that I felt we have created a working process. We first collected disparate pieces into a certain sequence, and we are now able to imagine how the piece will look".
After an intensive collaborative effort, the participants will continue their creative work in smaller groups and will do everything to make the performance for the audience as interesting as the working process was for them.

On July 31st, at a regular meeting, Russian with Hungarian and German participants discussed the course of the events.
In fact, on July 26, foreign participants arrived in Perm and worked on the projects "Theatre", "City-Facts" and "Bazaar". Collaboration between artists is expected to be productive: some of the artistic ideas of the 'Bazaar' project are in process, rehearsals of the project "Theatre" are fully running, and the authors of the project "City-Facts" will hold tomorrow their first street action.

July 31st, in the Cathedral Square at the Perm State Art Gallery has been hosted an action to collect things for the sculpture of the international project «City facts», as part of the festival "European accents in Perm”. From 18.00 to 20.00 hours, everyone will be able to bring any kind of things - accessories, household items, furniture. Sigrid Boyting, visual artist from Duisburg, Germany will make a sculpture from these objects.
Sigrid Boyting works in the field of contemporary art, creating sculpture, installations, paintings and performances. In a team with other visual artists, she creates international cultural projects of various orientations. In addition, Sigrid teaches art in the educational places in Duisburg.
An other participant, the film director Sergei Kachkin (Perm, Russia) will present a video installation. Sergei Kachkin makes documentary films. In April 2008 he was invited by the international organization "CecArtsLink" to show his film "Being the director Berezovsky" in North Carolina and New York ("Anthology Film Archive"). He is a member of film festivals in Moscow, Yerevan, Yasha, and Tallinn, participating in the program "East European Film Alliance".
Participants of the project have scheduled two meetings. The second step to collect items for the project will take place in the second half of August 2010. "So all those who cannot for whatever reasons to bring their belongings in July will be able to do it another time.
The result of the process will be the creation of sculptures of all the senses of "the inhabitants of the city of Perm, Pecs and Duisburg, which will be presented at the festival “European accents in Perm.

The participants of all selected projects met during the second network meeting in Perm from the 21st-28th of February 2010. Around 45 artists from Perm, Duisburg, Pécs used the week to further discuss their project ideas and to develop their artistic means of expression.

The working conditions were not always easy: they had to overcome language barries, which thanks to the great work of the interpreters was possible, they had to clearify artistic positions and find common solutions and above all they were facing minus 30 degrees outside.

Darius Polok (MitOst e.V, Berlin) and Soja Lukyanova (Insitute for Civic Engagement, Perm) gave a two day training (21st and 22nd of February) in the field of strategic planning for cultural managers from the free scene and cultural insitutions from Perm. The deadline for handing in the project ideas passed on Sunday the 29th of November 2009. We received 13 bi- and trinational project ideas with more than 50 artists directly involved from the three cities.
A jury formed by members from the three cities involved will decide upon the selection within the next two weeks and the final decision will be published after the 15th of December 2009.

Around 60 artist and cultural activists from Perm (Russia), Pécs (Hungary) and Duisburg (Germany) met in Perm from 20th to 24th of September 2oo9. Amongst them were visual artists, musicians, performers, dancers, photographers, cultural managers and people who work interdisciplinary.
On the first day all participants of the meeting organized a “bazar”: within one space every one had the possibility to present their work to the rest of the group- with objects, music, video and visual material and, of course, words. Then there was the chance to float around in the lively atmosphere to see and talk about what the others are dealing with in their artistic work. Spontaneous invitations for tours around the city and studio visits followed this event.
The next two days were dedicated to getting to know each other better, so common work started in different workshops/laboratories. Here it became clear that it is not always easy to just jump in and be creative together- but maybe we will witness new forms of creative processes and collaboration soon?

First project Ideas
The first project ideas were presented at the end of the last day. So far they can roughly be described as:
So we have a bunch of interesting project ideas, a group of various people eager to work together with, artists from Duisburg that did not know each other before- but now do- and artists and „officials“ from Pecs that took the chance to talk about their differences at home in another city, in Perm.
Parallel to the workshops for the artists members of the administration and the Cultural Capital of Culture 2010 from Pécs and Duisburg met some colleagues from the administration of the City of Perm and the Perm Region. This was a first attempt towards a future cooperation. Also within the groups the exchange between the artists and the officials from the administration was an important part of the program of this first network meeting.

Until the 15th of November project ideas for the upcoming year and the Festival “European Accents in Perm” in September 2o1o should be handed in at …. Have a look on the website beforehand where you can find projects that are still open for participants.
Every one who is interested in participating in the network and festival is kindly invited to hand in project ideas!
Our next journey to Perm will be at the end of February 2o1o. Artists will meet and develop their project ideas. Additional to that there is a training in cultural management for those who are interested.

The participants from Pécs and Duisburg arrived in Perm for the 1st Network-meeting and discovered the City of Perm.



On the 12th of July the selection committee chose 12 cultural activists from Pécs and Duisburg for participation in the first network meeting, which will take place in Perm from the 20th till 24th of September 2009.The committee considered for their decision the artistic work of the applicants as well as the composition of the group of participants from Perm, Duisburg and Pécs.

The participants of the first network meeting are next to representing themselves as artists, cultural managers or cultural policy makers, representatives and multipliers of the artistic scenes of their cities. According to the aim of the project we seek to give as many cultural activists as possible the chance to establish contacts with partners from the other two cities. Thus we encourange those, who are interested in cooperations to contact a participant of the network meeting from their home town and to ask for procurement of contacts to likeminded cultural activists during the meeting in Perm. TAD is a group of people working in the field of theatre and performance. We either work classically with text or we go to a place, find out as much as possible about what is going on there (walk around, look and listen, do interviews, film, recordings, do research in archives etc.) and from what we find we create a theatrical work of art.
